IRM Server first checks the library-level privileges configured in Library Manager when determining the privilege level for a user.
For example, if the library-level privilege for View Audit History is granted by default, IRM Server automatically lets all users view audit histories. If it isn't granted by default, IRM Server doesn't allow users to view audit histories.
NOTE: Configuring the Library Manager privilege setting Granted by Default to false isn't the same as revoking the privilege.
Setting this to true grants the privilege to all users who aren't a part of any group.
Setting this to false means all users who aren't part of a group can't perform this function.
